Non-compliance with the accessibility regulations

1. Issues with PDF, Word, Excel and PowerPoint documents

Many of our older PDF, Word, Excel and PowerPoint don’t meet accessibility standards – for example, they may not be marked up so they’re accessible to a screen reader.

The Accessibility regulations 2018 – PDF’s don’t require us to fix these or other documents published before 23 September 2018 if they’re not essential to providing our services. Any new PDFs (our universal format for documents on the website) that are published will meet accessibility standards.

Some of our resource documents, such as posters, are designed to be downloaded and printed, so these may not be fully accessible.

Some documents that are essential to providing our services, such as forms published as PDF and Word documents, may not yet be accessible. We plan to either fix these or replace them with accessible HTML pages.

2. There are some links that don’t make sense out of context. For example, only the word ‘here’ is linked, meaning that users who use screen readers may not fully understand what each link is for. This fails WCAG 2.2 SC 2.4.4 – Link Purpose (In Context).

Our website developers and content editors identified issues including broken skip to navigation link, contrast errors, and the above issues during the last accessibility audit. Easy fixes for some of these issues have been applied to the most popular pages informed by Google Analytics 4. We aim to fix the above issues in three months. We’re continuing to audit and improve accessibility across the rest of the website.

This statement was prepared on 19 January 2022. It was last reviewed on 11 June 2025.

This website was last tested on 11 June 2025.

The test was carried out by Portsmouth City Council’s in-house development team with in-depth knowledge of the WCAG 2.2 AA standard and completed using assistive tools such as the Chrome extension – WAVE Evaluation Tool.

We tested a sample of pages, including the website’s most popular pages (informed by Google Analytics).
