We’re working hard to make it easier and safer for everyone to travel around Portsmouth. This is part of a long-term plan to enhance travel options across the city for residents, visitors and businesses alike.
Our Portsmouth Transport Strategy, also known as Local Transport Plan 4 (LTP4), was adopted in October 2021. It outlines how we aim to create a greener, cleaner and better-connected city for all.
Our Vision
By 2038, Portsmouth will have a people-centred, connected, travel network that prioritises walking, cycling and public transport to help deliver a safer, healthier and more prosperous city.
Strategic Objectives
We’ve developed four strategic objectives that set out what we are planning to achieve as part of delivering our vision by 2038:
Deliver cleaner air
Everyone who lives in, works in, or visits the city should be able to breathe clean air. Pollution from diesel and petrol vehicles is a major contributor to poor air quality, so we need to encourage more people to choose walking, cycling, wheeling, or other sustainable modes of transport for more journeys.
Encouraging more people to use the Portsmouth Park & Ride and expanding into a transport hub to intercept more traffic before it reaches the city centre is crucial to support cleaner air in the city. We’ll also aim to expand our electric vehicle charging infrastructure, especially in residential on-street locations, to support more people in choosing zero-emission electric vehicles.
Prioritise walking and cycling
Most trips within the city are short, yet cars are often the default choice. Following the Manual for Streets recommendations, we will prioritise pedestrians and cyclists, followed by public transport users, service vehicles, and then other motor traffic. We’re committed to improving paths and cycle lanes around Portsmouth to make walking and cycling safer and more convenient.
Transform public transport
By enhancing public transport services and prioritising buses, we aim to make public transport the preferred choice for local journeys making it easy, reliable, and affordable for everyone in Portsmouth.
Support business and protect our assets
The success of the economy in Portsmouth is intertwined with the International Port and naval base. The ports, along with the thousands of other businesses and organisations within the city including industrial and business parks, must be served by an efficient transport network.
Recognising the vital role of goods vehicles, we’ll collaborate with stakeholders to boost efficiency and sustainability. We’ll support freight consolidation to reduce the number of goods vehicles on our streets, lowering costs for businesses
We’ll aim to ensure the main highway accesses to the city are focused on supporting essential trips that cannot easily be made by other modes. We’ll undertake measures that are central to delivering a prosperous city, with an economy that can provide good quality jobs
